About US

The Development Research Center (DRC) of the Ministry of Water Resources (MWR) is a public institution (Director-General level) directly under MWR.

Its main mandates include:

· taking charge of research on major overall, comprehensive and forward-looking topics related to water reform and development, as well as hot and difficult issues, so as to provide recommendations and decision-making support for water reform and development;

· organizing or undertaking research on major topics such as the relations between the development of the water sector and national economic and social growth, water development strategies;

· carrying out research on major reform issues such as water rights, water prices, water investment and financing, and property rights of water project ;

· undertaking research, interpretation, consultation and evaluation of water policies, and participating in the formulation of important water regulations, policy documents and the drafting of key manuscripts;

· undertaking and supporting comprehensive water statistics, investment statistics, law enforcement statistics and other work;

· providing technical support in the research on soft science and engineering construction for the society and the water sector.

DRC has 5 functional departments and 8 research departments, 1 second-level institution, and 1 affiliated company. It has more than 130 employees, consisting of a young and strong professional research and consulting team with reasonable and diversified education background and profession mix. 66% of the employees have senior professional and technical titles, and 49% have obtained doctoral degrees. Young and middle-aged researchers have gradually become the backbone of water policy research and decision-making consultation tasks.

DRC is the talent training base for water policy and legal system of MWR. The Academic Committee of DRC is composed of experts with rich research experience and strong research ability, providing academic guidance for research work. 154 special researchers from water departments (bureaus), river basin commissions and higher education institutions in various provinces (autonomous regions and municipalities directly under the central government) are invited to join the research. DRC has set up a postdoctoral research station. The Chinese Society of Water Economics, the Water Policy Research Committee and Water & Hydropower Information Committee of the China Hydraulic Engineering Society are linked units of DRC.

The China Water Development Report (Chinese and English versions) organized and published by DRC has become an authoritative report of the water sector. Water Resources and Hydropower Engineering (Chinese and English versions) is listed in both Chinese core journals and key magazine of China technology. Water Resources Development Research is an important journal renowned in the field of water policy research. In recent years, as a comprehensive water policy research institution, DRC has achieved a series of significant research achievements in the fields of General Secretary Xi Jinping’s important remarks on water governance, as well as water resource management, water conservation, water project construction and management, river and lake management, rural water resources, and soil and water conservation, which have been highly phrased by relevant leaders, experts and professionals of the water sector, and have been widely applied in practice, providing key support for the high-quality development of the water sector.
